Will you vote for or against a requirement that all government programs have a clearly established objective and an end date of no more than ten years from the date of creation? Is the United States Navy a "government program?" Should it have expired on 13 October 1785. I'm for abolishing all government programs, but not on the grounds that they're ten years old -- that's not the right reason why we should abolish any government program.
Will you vote for or against a National Health Care System, funded with tax dollars and controlled by the federal government, that provides health care to every American citizen? "We the People" did not give any authority to the federal government to regulate medicine.
*Will you vote for or against capping the amount of money spent on all types of welfare payments (excluding Social Security & Medicare) to less than 3% of federal tax receipts each year? All Federal Welfare programs are unconstitutional.
*Will you vote for or against a balanced budget amendment, with exceptions only for periods of declared war, a declining annual GDP, or in the event of a major natural disaster? Why amend a Constitution nobody pays any attention to anyway? If we can't trust Congressmen to balance the budget (a most sensible and ordinary requirement) how can they be trusted to keep their oath to "support the Constitution?"
Will you vote for or against amending the Constitution to exclude people with a law degree from serving in the House of Representatives? That would exclude me, since I passed the California Bar Exam. Strikes me as a nutty over-reaction.
Will you vote for or against limiting foreign aid to ten or less countries in any year? All foreign aid is unconstitutional and unwise.
Will you vote for or against replacing the current tax system with the FairTax as proposed by Linder and Boortz? All taxes are unfair. Taxation is theft.
Will you vote for or against excluding a plaintiff’s legal representative from receiving any portion of a punitive award, splitting the payment between the plaintiff and charity? I oppose all government mandates or restrictions on the right to form contracts.
Will you vote for or against permitting the sale of all legal goods over the internet? This is not an issue that should even come before Congress.
Will you vote for or against a presidential line item veto?  
Will you vote for or against reducing our dependence on foreign oil by at least 5% year over year each year you are in office? The federal government has no constitutional authority to tell me who I can buy oil from.
**Will you vote for or against Instant Runoff Voting (IRV) for all future federal elections (e.g. President, Senate, House of Representative)?  
Will you vote for or against removing juveniles from their parent(s) after the juvenile's third arrest, sending them to live in a boot camp that focuses on education and discipline? The federal government has no constitutional authority to meddle in family affairs.
Will you vote for or against funding nuclear power plants to help address our energy needs? The federal government has no constitutional authority to buy energy.
*Will you vote for or against amending the Constitution to re-establish and re-clarify equal rights for all over special rights for a few (e.g. prisoners, seniors, students, gays, and minorities)? I don't believe in "rights."

*Will you vote for or against defining marriage as the union between any two people (of legal age)? Marriage is defined by God. The Federal government has no constitutional authority to re-define it.
Will you vote for or against limiting the amount of foreign aid provided to any one country, in any year, to a maximum of 10,000 times the median income ($460 million), and to only allow a country to receive funds for a maximum of two years in any five year period, excepting those nations in a declared war with a foreign enemy or a genocidal situation? I oppose all government-to-government foreign aid.
Will you vote for or against removing the worst 3 percent of judges each year, determined by the number of decisions overturned by a higher court? This question targets those who are actively legislating from the bench, those who show a consistent tendency to rule based on political or personal preference rather than written law. I would vote for removing the worst 80% of all judges, as defined by their keeping their oath to support the Constitution, not by whether an even more socialist court overrules them.
*Will you vote for or against reducing retirement payments to the "wealthy" or those whose children are wealthy, by at least 50%? Wealthy is defined as $11.5m in assets. The federal government has no constitutional authority to make "retirement payments" to anyone.
Will you vote for or against the government providing free computers to all minors? The federal government has no constitutional authority to provide computers to anyone at any price.
Will you vote for or against limiting the time that any person or family can receive welfare to twenty-four months or less in any five year period? The federal government has no constitutional authority to provide "welfare."
*As long as the federal government remains involved in the education system, will you vote for or against a law that requires the removal of the bottom 3% of teachers in each school district each year you are in office (maximum of 4 years)? This would be an expansion of federal power. The federal government has no constitutional authority to hire or fire local teachers.
Will you vote for or against the establishment of a government program to facilitate the design of an alternative Transportation System, developed by private companies who can propose solutions that utilize cleaner, more efficient, fuels (such as fuel cells), is not dependent on a foreign country, and can begin deployment within ten years? The federal government has no constitutional authority to facilitate transportation systems.
Will you vote for or against changing the retirement age to sixty-nine immediately, and index the retirement age for those under the age of fifty to “life expectancy” minus five years? The federal government has no constitutional authority to determine retirement ages.
Will you vote for or against funding the development of fuel cell technology beyond all others? The federal government has no constitutional authority to fund any technology.

As you are answering the questions you probably notice that some are pretty hard, and there is a lot of gray with so little information. That is by design. The challenge is for you to declare where you stand based on the information given. Are you for or against? Either answer is acceptable.  
Will you vote for or against legislation declaring that those in the country illegally do not have any of the rights granted to citizens of our country, other than the right to humane treatment? The federal government has no constitutional authority to determine who is in the country "illegally." Rights are given to all human beings created in the Image of God. Rights are not given by government, nor can they be taken ("unalienable").
Will you vote for or against the United States withdrawing from the U.N.? The U.N. is evil and unconstitutional.
*Will you vote for or against fining employers 3% or more of their gross income if they hire illegal immigrants not registered as "Guest Workers" on their first offense? The federal government has no constitutional authority to declare immigrants "illegal" or to fine business owners who hire them.
Will you vote for or against creating a law that limits the number of immigrants who can become citizens in any single year to one percent or less of the population (that would be approximately three million immigrants this year)? The federal government has the authority to determine the standards for becoming a citizen, but not to restrict freedom of travel.
Will you vote for or against electing our president with a popular vote, replacing the Electoral College? The Electoral College is a bulwark against Democracy. Not a word from GOOOH about touchscreen paperless voting, an obvious fraud and source of corruption, far more dangerous to liberty than the Electoral College.
Will you vote for or against lifetime prison terms for those who possess a gun (illegally) while committing a felonious act? This is not constitutionally a federal issue.
If we do not change to a consumption tax, will you vote for or against establishing an indexed Corporate Minimum Tax (CMT) of at least 15%, similar to the personal Alternative Minimum Tax, requiring profitable corporations to pay at least that amount (as a percent of revenue), independent of expenses, deductions, and overseas activities? I might consider voting for it if it were a Corporate Maximum Tax, but all taxation is theft. The last thing we need is a law that says "Taxes will never go lower than this."
Will you vote for or against limiting the fees a plaintiff’s legal representative can receive to one hundred times the amount a plaintiff in the case receives? As an example, if a plaintiff receives $10,000, the combined legal fees could not exceed one million dollars. A desperate plaintiff, or a plaintiff with an important issue, needs the only or the best representation possible, and the federal government has no authority to restrict the plaintiff's right of contract.
Will you vote for or against decreasing total foreign aid contributions to match the average contributions of the leading countries in the world in absolute dollars: Britain ($4.9b), Germany ($5.3b), France ($5.5b), China ($0), Russia ($0), Australia ($1.0b), Canada ($1.0b), and Japan ($9.9b), or approximately $3.5 billion per year ($27.6b / 8)? Abolish all government-to-government foreign aid.
Will you vote for or against eliminating the “by reason of insanity” defense? As a proponent of "Jury Nullification," I support giving juries every possible tool to protect defendants against the federal government.
Will you vote for or against increasing income taxes, excepting only during a period of declared war? I would not vote for increasing income taxes during a period of declared war. Taxation is theft.
*As long as the federal government remains involved in the education system, will you vote for or against the teaching of religion in public schools, as an elective? The Congress has no authority whatsoever to determine whether or not any subject will be taught in local public schools.
*Will you vote for or against supporting states' rights over federal rights at least 90% of the time? Deciding the merits of an issue based on a percentage scale makes as much sense as flipping a coin.
Will you vote for or against reducing the total number of federal employees by at least 5% each year you are in office? The problem is not the quantity of federal employees, but the unconstitutional tasks they have been employed to carry out. Let's abolish all unconstitutional government agencies and hire all 3 million now-unemployed bureaucrats to be members of the U.S. Supreme Court with a one-nickel-per-year salary. That would be better than reducing employment in all the bureaucracies by only 5%, while retaining the bureaucracy and all its regulations.
Will you vote for or against reducing the cost per inmate, currently estimated at almost $30,000 per year, by 10% each year, until the number is less than the national average spent on public education? Reduce the spending but keep the same number of prisoners??? I've never run into so many misguided proposals on one website. First, free all non-violent victims of unconstitutional drug prohibition laws. Then free war-protesters and tax-protesters. This is already more than a 10% reduction in the federal prison population.
Will you vote for or against limiting deployment to 10,000 troops, for a maximum of three years, in any country which we are not at war with and have not been for any of the last ten? We have not been at war with China for at least ten years. Suppose China attacks all American businesses in Japan, Taiwan, Singapore, and other bastions of capitalism in the Far East. Assuming I thought armed response was an appropriate response, why would I want to limit our dealing with China to 10,000 troops???
Will you vote for or against setting congressional pay to four times the median income, indexing the salary, and replacing the congressional pension with a standard 401k retirement plan? Median household income is $50,000. Congressmen now make $174,000.  So this represents a raise in salary?
Will you vote for or against declaring that the rights of a person who commits a crime and is subsequently found guilty, to have been forfeited from the moment the crime was committed until the moment he is released? "Rights" are protections against the government. Annulling individual rights means giving the government more power. The Declaration of  Independence says rights come from God and are "unalienable." GOOOH want our rights to be alienable, voidable by Congress.
Will you vote for or against limiting total military spending to 3% of GDP, excluding periods when our nation is imminently at risk of war with another country or a recognized military unit (i.e., claiming we are at war with terrorists is not the same as being at war with another country)? GDP = $14.2 Trillion. 3% = $426 Billion. This represents only a small cut in spending which for the most part is completely unconstitutional, and is still more than the next 20 countries combined.
Will you vote for or against supporting the death penalty in cases of murder? I'm against capital punishment.
Will you vote for or against establishing a .xxx Internet domain (e.g., www.notforkids.xxx) and imposing steep fines and significant jail time for all sites that provide access to pornographic material outside of this domain?
Will the government decide what constitutes "pornography?" How about this:

Will you vote for or against allowing the movement of prisons and prisoners offshore? By "offshore" do you mean like Alcatraz? What is the Constitutional principle at issue here?
*Will you vote for or against granting citizenship to a child born in this country whose mother is not a U.S. citizen, not married to a U.S. citizen, or not in the country legally? I lean toward restricting citizenship to those who own property. But allowing property-less white trash to give birth to American citizens but not the children of Mexicans is racist and unChristian.
Will you vote for or against multiplying by ten the prison sentence of those convicted of possessing drugs that are not willing to provide information that leads to the conviction of their supplier? Good grief. The pathetic dope-smoking loser has to snitch on a middle-man and face the middle-man's boss once the loser is kicked out onto the streets? Drug prohibition is unconstitutional.
**Will you vote for or against a law that requires all legislation be limited to one subject? No, but I might vote for a law that requires surveys to be limited to one subject.
*Will you vote for or against a penalty of at least twenty years in prison, on the first offense, for dealers 16 or older who sell drugs to minors? Like public school Ritalin cartels?
Will you vote for or against allowing individuals to invest a percentage of their retirement benefits in an option of their choice, including mutual funds, bond funds and index funds? You mean individuals are not presently allowed to do this? By what law?
Will you vote for or against eliminating the federal Department of Education and returning all authority to the states over a period of four years or less? Abolish the Department of Education.
Will you vote for or against supporting a completely free press at all times? How is it Congress gets to vote on this??
Will you vote for or against the right of lawyers to use whatever means necessary to defend a client, including concealing information and using "technicalities," as long as they do not violate a written law? I certainly oppose the right of prosecutors to routinely use these strategies.
Will you vote for or against requiring that only the Constitution and the laws of the United States be considered when deciding cases or writing opinions, in effect preventing judges from applying the “standards” of international behavior? According to the Heritage Foundation, the U.S. is less free than seven other nations, including Canada. Why not encourage decision-makers to use laws from foreign nations that are more free than we are, if that will make us more free?
Will you vote for or against a law that says the preservation of human life and personal property shall take precedence over the welfare of any plant or animal regardless of its status as protected or endangered? I'm for abolishing all unconstitutional federal laws, including endangered species acts.
Will you vote for or against amending the Constitution to make abortion legal at all times? Abortion is not a federal issue. I would vote for an Amendment that removes abortion from federal jurisdiction (effectively overturning Roe. v. Wade).
**Will you vote for or against a law that requires each representative to certify he/she has personally read the final version of a bill, in its entirety, prior to being allowed to vote for the bill? The vast majority of representatives take an oath to support the Constitution. They violate that oath and take the name of the Lord in vain. Will you believe them if they put one hand on the Bible, raise their other hand toward heaven, and swear that they read the bill, in its entirety, that nationalizes every industry in the nation? Can politicians really read?
Will you vote for or against the government providing Health Care vouchers to every American citizen that can be used to purchase health insurance from either the government or a private provider, thus ensuring that every American has access to coverage? Completely unconstitutional.
*Will you vote for or against allowing a defendant or claimant's personal history to be admitted as evidence during a trial? Is this an issue on the federal level?
Will you vote for or against United Nations recommendations or dictates given to the United States? If the U.N. recommends that the U.S. return to gold standard and bring our troops home, yes.
Will you vote for or against legislation that targets lowering the number of homeless by at least 5% each year? You mean closer to sea level?
Will you vote for or against using our military to control our borders and prevent illegal immigration? How do you spell 'Posse Comitatus'?
Will you vote for or against amending the Constitution to make abortion illegal at all times, from the moment of conception, except under specific circumstances such as rape, severe birth defects, incest, or threats to the mother’s life? This would include making "the Pill" and the newer "morning-after pill" illegal. I oppose abortion in cases of rape and incest, since I believe it is immoral to punish a human being for the sins of her father. Abortion is always murder, according to God, but should not be murder according to federal law (only states have jurisdiction).
Will you vote for or against allowing citizens who are mentally sound, older than their “life expectancy” and terminally ill, to opt for euthanasia? The federal government has no jurisdiction in this area.
Will you vote for or against requiring that birth control pills be made available, for free, to all teenage girls? The federal government has no jurisdiction in this area.

Will you vote for or against a federal budget that includes any item whose benefit is primarily for a single state (e.g., a bridge in Alaska, or a levee in Louisiana)? Theoretically, the bridge and the levee benefited all Americans through advancing "interstate commerce." But this misses the Constitutional issue. The federal government has no Constitutional authority to build bridges and levees even if every American is benefited.

*Will you vote for or against allowing government assistance (of any kind) to a company that has A- or lower bond rating (S&P)? I oppose all "government assistance" to all companies.
*Will you vote for or against life in prison or the death penalty, on the first offense, for rapists and child molesters? This is not a federal issue.
Will you vote for or against amending the Constitution with a “Law of Common Sense” that requires judges to hold individuals accountable for their actions, particularly when the predominant majority of society would have known better? For example, Exxon would not be held liable if a teenager douses his hair with gasoline and then sets it on fire. Amend the federal constitution to prescribe the outcome in such a potentially infinite variety of cases??? Congress should impeach bozo judges. The author of this survey does not understand the Constitution and basic legal principles. The author of this survey would destroy many individual rights and create a dictatorship of "common sense."
Will you vote for or against reducing farm subsidy allocations by at least 25 percent each year you are in office? Abolish all federal subsidies.
Will you vote for or against limiting medical care for those serving life sentences or on death row to only comforting medication and basic repair (e.g. broken bones)? I suspect this is another over-reaction, this time to such cases as sex-change operations for prisoners. "Comforting" medication and "basic repair" are not exactly legal terms of art. Vindictive sadistic prison authorities could use such "common sense" laws in brutal and horrifying ways. America's Founding Fathers recognized that the "common sense" which limits government and protects individual rights is the product of religion and morality.
As long as the federal government remains involved in the education system, will you vote for or against giving vouchers to students so that they can attend the school of their choice (including home schooling)? This is not politically realistic. Powerful teachers' unions (rightly) believe that educational choice will destroy the government education monopoly. By definition, then, we will never have the votes to destroy the public school system with vouchers unless we have the votes to destroy the public school system, period.
Will you vote for or against requiring annual reductions in total “greenhouse” emissions by at least 5% year over year? Completely unconstitutional.
Will you vote for or against the legalization of marijuana? I would vote against laws restricting marijuana sales and use even if the Constitution were amended to give the federal government power to regulate marijuana use, such as the 18th Amendment gave to the federal government over alcohol. In the absence of such a constitutional amendment, all fedearl laws restricting marijuana are unconstitutional.
Will you vote for or against permitting religious activities on local, state, and federal property (such as schools, libraries, and municipal buildings), at the discretion of the members of each site? "Congress shall make no law . . . prohibiting the free exercise [of religion]."
Will you vote for or against processing all people who commit a crime against a U.S. citizen who are not U.S. citizens in military tribunals instead of the U.S. legal system? (Effectively declaring they do not have the same rights as our citizens.) Real "rights" are given by God, according to the Declaration of Independence. Bad "rights" are created by the Supreme Court. They are possessed by all human beings created in the Image of God, not based on citizenship.
Will you vote for or against limiting the total amount of money that any person can inherit in their lifetime, including through trusts and other “loopholes”, to 250 times the median income ($11.5 million)? I'm against all socialist and communist legislation.
Will you vote for or against amending the Constitution with a “law of predominant majority”, which says the “rights” of groups can be denied if they have consistently demonstrated behavior that 95% of the population considers unacceptable? For example, 95% of the population would likely vote that a public KKK rally should NOT be allowed, overriding the “right” of free speech for that particular group. Unbelievable.
Will you vote for or against terminating all medical litigation by creating a separate account, funded by a 2% take of all medical procedures, that will be used to compensate patients or their families when the medical system fails? There is no such thing as a single unitary "medical system."
Will you vote for or against preventing lawyers from knowingly misrepresenting the truth to defend their client? Already laws against this. Who cares about laws?
Will you vote for or against allowing those seeking citizenship an opportunity to serve in the military for six years in exchange for citizenship, but ensure that mercenaries make up no more than 10% of military personnel? I don't want to encourage anyone to join the military.
Will you vote for or against privatizing government initiatives, including at least one of the following: national parks, highways, mail, licensing of the airwaves? All
Will you vote for or against amending the Constitution to specifically affirm that we are a nation under God, that God is welcome in all that we do, but no person can be forced to participate in worship at any time or in any way? We already have this. Impeach judges who disagree with it. Every single person who signed the Constitution believed that it affirmed that we are a nation Under God.
Will you vote for or against a Guest Worker Program that allows non-U.S. citizens to work in the United States? I would repeal all laws that prohibit or restrict non-U.S. citizens from working in the U.S.
Will you vote for or against reducing total expenditures on government programs by at least 5% each year you are in office? Abolish all government programs.
*Will you vote for or against requiring that each student demonstrates mastery of the English language, at their grade level, before being allowed to enter the next grade in the public school system, and that those who cannot, be required to successfully complete an English immersion class? Federal government has no constitutional authority over education.
Will you vote for or against allowing a panel of doctors to overrule the health care decision of a parent for a critically ill minor? For example, if three doctors recommend chemotherapy as the only viable treatment, but the child or parents oppose, should the doctor’s decision prevail? Federal government has no constitutional authority in this area.
Will you vote for or against eliminating all government price and production controls, including abolishment of the minimum wage? All unconstitutional.
Will you vote for or against supporting the right of citizens to bear arms? Citizens already have that right without Congress' support. Anyone taking an oath to support the Constitution is already required to oppose infringing this right.

Will you vote for or against opening the borders and allowing any person wishing to enter the country to do so without restriction? Yes.
Will you vote for or against supporting the Kyoto Protocol (as written)? Unconstitutional. Bad science. Bad religion.
Will you vote for or against amending the Constitution to make an abortion legal for only the first three months after conception excluding cases of rape, incest or serious risk to the mother’s life? "Legal . . . except . . . rape?" Does this mean that partial-birth abortion of a 9-month baby is legal if in a rape case, and the mother waits till one hour before the baby will be born to decide? Who writes these questions?

Will you vote for or against amending the Constitution to state that guiding principles should always override technicalities and extremist groups? This is a joke, right?
Will you vote for or against establishing a maximum timeline for all criminal cases, ensuring that court proceedings begin within three months, end within one year, that appeals extend no more than two years through the highest court possible, and that both the defense and prosecution must adhere to the timeline with penalty of contempt of court charges and license revocation if they do not – this includes death penalty cases?

Suppose a civilian contractor is standing next to a soldier when an IED goes off. The soldier gets $2 million in health care and rehab while the civilian only gets half that amount for the same injuries suffered at the same time at the same place??
Will you vote for or against a law that requires a graduated pay scale that includes paying the top 25% of teachers double what the bottom 25% earn?
