There are times when police exceed reasonable levels of force to protect themselves, and brutalize both innocent and guilty alike. Police must be held accountable in such cases. Courts do not hold police accountable unless a statute prohibits the conduct in precise detail, which statutes cannot do in every case. Judicial standards of review need to be revised to increase police accountability, while still recognizing that false accusations against police are too frequently lodged.
