Jesus taught us to pray, "Thy Kingdom come. Thy will be done on earth, as it is in heaven." (Matthew 6:10).
We don't have kings anymore. Perhaps it would make more sense to think in more modern political terms.
Will God's will be done on earth if we human beings are completely passive? In heaven God's will is done immediately and perfectly by the angels. If God's will is done on earth as it is in heaven, who is it that will obey God immediately and perfectly? The angels again? No, it's human beings spoken of here. We should be praying that Presidents, Emperors, politicians, bureaucrats, social workers, and soldiers obey God just like the angels do. And when we obey God as the angels do, we "enter into the Kingdom." We expand the borders of the Empire of God. We acknowledge the jurisdiction of the Government of God.
Of course, God claims jurisdiction over all the earth. But we pray for God's jurisdiction to be recognized and His will to be done "on earth, as it is in heaven" -- publicly, officially, habitually.
But what are your duties? Can you pray that God's will would be done on earth if you're not working to persuade people to obey God's commandments?
God is the only Governor we need (Isaiah 33:22). Creating an earthly government is a rejection of God (1 Samuel 8).
Consider the insights that come from translating basileia, "kingdom," as "government" or some other political, earthly term. Notice that Jesus is called "king" (basileus). (And remember that "Christ" means "anointed king.") For each verse below, ask these five questions:

This account involves king Herod Antipas (a descendant of Herod the Great, who killed all the babies in an attempt to kill Jesus the King). John the Baptist told king Herod Antipas that it was unlawful for him to marry his brother's wife, Herodias. Marriage was often a purely political strategy. Although it can be said that Herod put John the Baptist to death, it was actually one of his soldiers who did the deed. Is there any evidence that Christ the King accomplishes his objectives without soldiers of His own? Acts 1:6 When they therefore were come together, they asked of him, saying, Lord, wilt thou at this time restore again the Government to Israel? | When the Disciples said "again," they were looking back to the days of David and Solomon, when the government [of Israel] was not occupied by another government, as in the days of Rome. Some say that God no longer has an earthly Kingdom, as He did in the days of Solomon. But Jesus said we are to pray that God's will would be done on earth -- by all kings, presidents, and prime ministers -- as it is in heaven. What the New Covenant changed is not the idea of God's reign on earth, but the historical fact that only one king out of all the kings of the earth (that of Israel) acknowledged the superior jurisdiction of God. |
Acts 8:12 But when they believed Philip preaching the things concerning the government of God, and the name of Jesus Christ, they were baptized, both men and women. | |
Acts 14:22 Confirming the souls of the disciples, and exhorting them to continue in the faith, and that we must through much tribulation enter into the empire of God. | Many people believe we enter the Kingdom and avoid "tribulation" by being raptured. |
