Transcript and Analysis of the President's Weekly Radio Address:
"President Obama Underscores Commitment to Strengthening Our Education System"

The White House Press Office:  – In this week’s address, President Obama said that, even as we work to rebuild our economy and jumpstart job creation, it is imperative that we offer our children a quality education in order for America to succeed in the 21st century. While Republicans in Congress are looking to cut education funding by 20 percent, the President remains committed to enacting reforms that provide every child with a world-class education while at the same time equipping them with the skills and training they need to compete in the new global economy. The President will continue fighting for an education system that helps to build a strong middle class and gives our children the best possible chance in life.

Saturday Morning Radio Address

Another Perspective:
"
Liberty Under God"

The other day, I was talking about education with some folks in the backyard of an Albuquerque home, and someone asked a question that’s stayed with me. He asked, if we don’t have homes to go to, what good is an education? It was a heartfelt question, one that could be asked by anyone who’s lost a home or a job in this recession.
Because if you’re out of work or facing foreclosure, all that really matters is a new job. All that really matters is a roof over your head. All that really matters is getting back on your feet. That’s why I’m fighting each and every day to jumpstart job-creation in the private sector; to help our small business owners grow and hire; to rebuild our economy so it lifts up a middle class that’s been battered for so long. Shouldn't the Federal Government be in charge of providing homes for all Americans? Obama has given us government healthcare; what about government homecare? And shouldn't the production and distribution of food and clothing be taken over by the federal government?

[sarcasm]

But even as we focus on doing all that; even as we focus on speeding up our economic recovery; we also know that when it comes to jobs, opportunity, and prosperity in the 21st century, nothing is more important than the quality of your education. At a time when most of the new jobs being created will require some kind of higher education; when countries that out-educate us today will outcompete us tomorrow, giving our kids the best education possible is an economic imperative. There is no inherent reason why a job would require college.
That’s why, from the start of my administration, we’ve been fighting to offer every child in this country a world-class education – from the cradle to the classroom, from college through a career. Earlier this week, I announced a new Skills for America’s Future initiative that will help community colleges and employers match what’s taught in the classroom with what’s needed in the private sector, so we can connect students looking for jobs with businesses looking to hire. Education

Cradle

Classroom / socialization

Work

College is a special interest, not a necessity.

We’re eliminating tens of billions of dollars in wasteful subsidies for banks to administer student loans, and using that money to make college more affordable for millions of students. And we’ve launched a Race to the Top in our states to make sure our students, all of them, are graduating from high school ready for college – so we can meet our goal of graduating a higher proportion of students from college than any other country in the world by 2020. A Free Market in education does the best job of integrating home, education, and career. Parents have choices. Businesses will get better employees. Parents could send their children to schools operated by businesses which help students become more competitive.
And yet, if Republicans in Congress had their way, we’d have a harder time meeting that goal. We’d have a harder time offering our kids the best education possible. Because they’d have us cut education by 20 percent – cuts that would reduce financial aid for eight million students; cuts that would leave our great and undervalued community colleges without the resources they need to prepare our graduates for the jobs of the future. Government usually wastes 50% or more of every tax dollar. Three dollars in education taxes results in one dollar of education funds for students -- the rest is for bureaucrats. So cutting government spending leaves more money for parents to spend on education.
Now, it is true that when it comes to our budget, we have real challenges to meet. And if we’re serious about getting our fiscal house in order, we’ll need to make some tough choices. I’m prepared to make those choices. But what I’m not prepared to do is shortchange our children’s education. What I’m not prepared to do is undercut their economic future, your economic future, or the economic future of the United States of America.
Nothing would be more detrimental to our prospects for success than cutting back on education. It would consign America to second place in our fiercely competitive global economy. But China and India aren’t playing for second. South Korea and Germany aren’t playing for second. They’re playing for first – and so should America. Nobody wants to "cut back on education." What we should do is cut back on money absorbed by government which could go to education.
Instead of being shortsighted and shortchanging our kids, we should be doubling down on them. We should be giving every child in America a chance to make the most of their lives; to fulfill their God-given potential. We should be fighting to lead the global economy in this century, just like we did in the last. And that’s what I’ll continue fighting to do in the months and years ahead.
Thanks, everybody, and have a nice weekend.

What Ozarks Candidates Are Saying

The Republican Party Radio Address:

Response of the Republican Party
Saturday Morning Radio Address

Saturday, October 9th, 2010

Once again, the Republican Party leadership has asked Congressman Ron Paul to deliver . . . wait a minute . . . I'm sorry . . .
Sen. John Barrasso of Wyoming delivered the GOP Weekly Address

I’m John Barrasso, United States Senator for Wyoming.
The Code of the West says "when you make a promise, keep it."  In Washington, promises don’t seem to mean much these days.    Certainly not from Republicans.
For almost two years, President Obama and Democrats in Congress have broken their promises on jobs, on spending and on health care.
The White House promised that massive federal spending would keep the unemployment rate below 8%. Instead what taxpayers got was $800 billion in new debt and nearly 10% unemployment.
48 states have lost jobs.  Friday’s job figures confirm that far too many Americans are still looking for work.
While the White House touts its Recovery Summer, most Americans see an alarming autumn.
People are beginning to realize that the only jobs Congressional Democrats are really focused on are their own.
The President promised to be financially responsible with your tax dollars.  Yet our federal government continues down a ruinous path of outrageous spending, borrowing and piling more and more debt on future generations.
Our nation is now over $13 trillion in the red.  A number so large it’s difficult to imagine.
Since Democrats took over the Congress, the national debt has grown by five trillion dollars and the President’s own budget says it will grow by trillions more by the end of his term.
Astonishingly, instead of cutting wasteful Washington spending, President Obama and the Democrats plan to raise taxes.  Last week, Congress fled Washington while one of the largest tax hikes in our nation’s history hangs over the heads of working families.
Rather than forcing Congress back into session to do the people’s business, the President merely waved goodbye.
Interviewed recently about why he wouldn’t extend all of the tax cuts, President Obama declared that he had, quote, ‘a whole bunch of better ways for us to spend that money.’
With all due respect, Mr. President, this money isn’t yours. It belongs to the American people.
The Obama tax hikes are yet another job-killing burden that the American people and American employers cannot afford. Raising taxes on anyone in the middle of a recession is the worst thing we can do.
Our problem is not that we are taxed too little – the problem is that Washington spends too much. Taxation is the moral equivalent of theft.
As a doctor, I’ve also heard from Americans who are concerned about the President’s broken healthcare promises.
In Wyoming and across the country, we are now bracing for the President’s new health care law. As you may remember, during the debate over health care President Obama promised time and time again that ‘if you like your current health care plan, you can keep it.’
Well, it’s now clear that the President has broken that promise too.
In June, the Obama administration took two pages of the health care law and transformed them into 121 pages of bureaucratic rules, regulations, and red tape that clearly violate the President’s promise.
Employers large and small across the country say they may be forced to stop offering health insurance to employees --- simply because of the cost and the penalties of the President’s new health care law.
And millions of American seniors could be forced from the Medicare Advantage plans that they know and they like. Is this a defense of this "big government program?"
At the time of his inauguration, President Obama talked about how the American people had entrusted him with a great responsibility to keep the public’s trust.
The President has failed to keep his promises on jobs, on spending and on health care.  Frankly, very little trust remains.
The President’s policies are irresponsible, and unsustainable.  Worse, many Americans fear the damage done by these policies may also be irreversible.
I believe there is too much at stake, and far too much to lose, for us to allow bad policies and reckless spending to remain unchecked or unchallenged.  And so we will fight for a dramatic change in priority and direction. During the Bush Administration, Republicans doubled Bill Clinton's education budget. A "dramatic change" would be a federal budget that is one dime less than the previous budget. There is absolutely no reason to believe that voting Republican will bring about such a "dramatic change in priority and direction."
Republicans have a Pledge to America. A Pledge to prevent tax hikes, to reduce federal spending, and to work every day to repeal the massive new health care law and replace it with commonsense reforms that lower costs. Republicans previously promised not only to reduce federal spending, but to abolish entire departments of government which are unconstitutional. Broken promise.
If you are tired of Washington’s broken promises, you now have a choice.  More of the same or a new direction. Thanks for listening.    #### The two major parties represent the same direction: bigger government.

What Ozarks Candidates Are Saying About These Issues

Billy Long

Another Perspective:
"
Liberty Under God"

Billy Long ... supports voluntary prayer in schools, as religion is an important part of life and a source for the morals that guide life in American society. Billy understands that our founding fathers established the United States as a country whose citizens enjoyed the freedom of religion not a freedom from religion. His family is built on a foundation of strong Christian values, and he will stand up to defend these values from liberals who wish to do away with the moral center of our nation.
Billy Long for Congress : Issues
Kevin Craig largely agrees with Billy Long on these issues. The question is, Which candidate is better able to defend these values against those who attack them?

I wonder if Billy Long has ever read the Supreme Court decision that removed voluntary prayer from public schools. Even more interesting is Justice Douglas' concurring opinion and Justice Stewart's Dissent in that case.

Eckersley on Education

The Springfield News-Leader recently asked 7th District congressional candidates to voice thier [sic] opinions on education reform in the United States. Specifically, they were asked about possible revisions to the current No Child Left Behind las [sic] and the Race to the Top initiative.

Eckersley responded:

I would like to see a return to neighborhood-based elementary schools. I support initiatives such as Race-To-the-Top that encourage creativity and innovation. Un-funded mandates are not the answer. No Child Left Behind is a good example of what not to do for public education.

Candidates share stances on improving education | News-Leader.com

Education should be family-based, not neighborhood based.

Parents should have access to a Free Market of educational opportunities, like they do for their children's food, clothing, housing, and -- until recently -- medical care. No parent should be limited to the food, clothing, and housing alternatives provided by those in their immediate neighborhood.

Education is intensely personal and moral, and the government should not take "initiative" to impose the will of bureaucrats on parents.

Education

Our educational standards need to be set high.  Our kids need to compete worldwide and the federal government has a role to play in setting these standards and incentivizing performance thereto.  We are all stakeholders.  It is up to parents, school boards, local communities, the state, and federal government to ensure our children's success.

By whom should educational standards be set? According to our Constitution, the federal government has no role to play in this issue whatsoever. My neighbor is not a "stakeholder" in my children's education, at least insofar as any coercive power is concerned.

I would like to see a return to neighborhood-based elementary schools. I support initiatives such as Race-To-the-Top that encourage creativity and innovation. Un-funded mandates are not the answer. No Child Left Behind is a good example of what not to do for public education. The biggest subject on the minds of voters today is jobs, and the President led into today's address on that theme. It is ultimately businesses that set educational standards. Anyone who wants a job needs an education that prepares him for that job. What the federal government thinks should be a part of children's education is irrelevant unless children want to work for the government.
Additionally, the federal government needs to set low interest rate loans for college students.  Rising tuition costs and high rates of return are burying our students in debt.
Positions - Scott Eckersley for U.S. Congress in Missouri 7th District
An unconstitutional power, and likely a misguided one. College is not necessarily the best answer for everyone.

If you take nothing else with you from today's "Virtual Town Hall," remember this:

Taxation is immoral;
the ethical equivalent of THEFT

Second, Today's Tax Burden is 10-30 times greater
than the taxes America's Founders called a tyranny.

Third, the purposes for which today's government uses taxes
are destructive of civilization itself.

How the Two Major Parties Differ from
the American vision of "Liberty Under God":

  • The Constitution:
  • The Free Market:

    • America's Founders spoke of America as "an Experiment in Liberty" (1787-1887)
      • The "experiment" was a success: a Free Market made America the most prosperous and admired nation in history. "Capitalism" means freedom.
    • In the 20th century, the experiment in liberty was replaced with another experiment: an experiment in central planning
    • The original American dream of personal, private ownership, has been replaced with private indebtedness and public control.
    • The Invisible Hand of the Free Market works better than the Visible Fist of Government
    • America was founded on the philosophy of "Liberty Under God."
      • "Liberty" means freedom from government suppression of ideas and confiscation of wealth
      • "Under God" means we have a personal responsibility to love God and neighbor.
    • The original American Dream: Everyone dwelling safely under his own Vine & Fig Tree
      • Human beings are endowed with the right to property by God, not the government.
    • America was founded as a "City upon a Hill," a Christian nation from which the Gospel would be promoted around the world, and the "blessings of liberty" would cover the planet.
    • Economics in One Lesson:
      • From this aspect, therefore, the whole of economics can be reduced to a single lesson, and that lesson can be reduced to a single sentence: The art of economics consists in looking not merely at the immediate but at the longer effects of any act or policy; it consists in tracing the consequences of that policy not merely for one group but for all groups.
  • Terrorism
    • Why do they call The United States "The Great Satan?"
      • The federal government bombs Muslims

      • The federal government has military bases in Muslim nations

      • The federal government supports Israel's actions against Palestinians

    • These are the reasons given by Osama bin Laden for declaring a "fatwah" (holy war) against the U.S.
    • All of these accusations are true.
    • All of these government actions are contrary to the Constitution.
    • The biggest cause of terrorism -- and the most dangerous threat to the personal safety and security of ordinary Americans like you and me -- is the Federal Government of the United States.
    • The federal government is no longer a City upon a Hill, but an imperialist empire.
    • America's Founders envisioned the American people, acting as businessmen, humanitarians, and missionaries, engaging in commercial and charitable activities around the world, bringing peace and receiving the admiration of the world.
      • "The great rule of conduct for us, in regard to foreign nations is in extending our commercial relations to have with them as little political connection as possible."
        — Washington, Farewell Address (1796) [Washington’s emphasis]

      • "I deem [one of] the essential principles of our government, and consequently [one] which ought to shape its administration,…peace, commerce, and honest friendship with all nations, entangling alliances with none."
        — Jefferson, First Inaugural Address (1801)

    • Bush's unconstitutional military invasion of Iraq has destroyed Christianity in that country.
      • Under Saddam Hussein's secular government, Christians in Iraq had greater freedom than in most other Arab nations, and one of the largest Christian populations in the Muslim world was in Iraq.
      • Iraq is now an Islamic theocracy under Sharia law. The Christian population has been destroyed. Christian Churches are burned and terrorized with impunity. Thanks be to Washington D.C.
    • Obama is following in Bush's unconstitutional, anti-Christian footsteps.
    • The U.S. needs to take greater leadership in avoiding nuclear mass-murder.
    • Is any war a "Just War?" We must beat our "swords into plowshares."
  • The New World Order
    • The "G-20" Leaders are not our representatives.
    • The U.S. must end "entangling alliances" with dictators around the globe.
  • Socialized Medical Care
    • Capitalism, not socialism, creates higher quality health care for more people, especially for the poor.
    • Health care reforms should decrease, not increase, government involvement.
      • No Government licensing of doctors and other healthcare providers.
      • No transformation of insurance into welfare.
  • Environmentalism
    • A false religion - worshiping the creature rather than the Creator.
    • Human beings have a higher priority than wildlife.
      • Dominion
      • Human beings need a healthy environment -- obviously.
      • "The State" is the greatest destroyer of the environment, and limits liability of polluters, to the detriment of private property owners.
  • Time for Revolution?

Why Americans Should
Celebrate
Christmas

365 Days a Year

The word "Christ" means "King." The Message of Christmas and the Principles set forth by the Christ (the Messiah) who came that first Christmas are the real solution to America's problems. The Federal Government is at war with Christmas and "The Way of Peace" announced by the Prince of Peace. The Government should be on His shoulders (Isaiah 9:6-7). Abolishing a Messianic State is the only appropriate way to honor the Messiah. Otherwise Christmas becomes mass hypocrisy.

Christmas

Bush-Clinton-Obama

John 1:1-18 - The Incarnation
The Word became flesh. The Creator of the universe becomes a human being. He came to His own, but His own did not receive Him, preferring darkness rather than light.
Luke 1:1-4
Eyewitnesses of the Messiah recorded their testimony. Co-Founder of the Harvard Law School says their testimony would prove the resurrection in any court of law in America, at one time a Christian nation.
No longer a Christian nation, American courts routinely release the guilty and condemn the innocent.
Matthew 1:1-17
Jesus was a descendant of King David. The Jews gave us the Bible.
Obama is a distant cousin of both Dick Cheney and George Bush

How Bush's grandfather helped Hitler's rise to power

Luke 3:23-38
Jesus was a descendant of Abraham.
All those who submit to Jesus as the Messiah (the rightful king of the earth) inherit the promises made to Abraham
Those who reject the Messiah do not inherit the promises made to Abraham, even though Bush defends their right to do so.
Luke 1:5-25
John the Baptist prepares the way for the Messiah, as prophesied of Elijah.
As you read the Gospel accounts, ask yourself how you would react if you knew these accounts were really true. Not just true in some "religious" sense, but reported in the New York Times, proven in a court of law, or acknowledged by your personal hero.  (How do you know something is true? Do you even have any "heroes?") How should you change your life if your Creator became a human being? How should Washington D.C. react if this human being claimed to be the true Ruler?
Luke 1:26-38
The Angel Gabriel announces the conception of the Messiah, who will be given the throne of David.
Luke 1:39-45
The unborn John recognizes the mother of the Messiah.
Bush-Obama would chop the unborn John and the unborn Jesus into stem cells for "medical research."
Luke 1:46-56 - "The Magnificat"
“He hath scattered the proud in the imagination of their hearts.” Luke 1:51
The Bush Administration is filled with the power-hungry, who commit adultery in reality or in fantasy.
Luke 1:67-80
Zacharias, John the Baptist's father, prophecies the birth of Jesus the anti-king.
The expectations of Zacharias are 180° opposite those of the Bush-Obama Administration.
Matthew 1:18-25
Joseph told about the Incarnation.
"Jesus" means "salvation"
"Immanuel" means "God with us"
The Bush Administration thinks it brings salvation.

Obama thinks he is Immanuel.

Luke 2:1-7
The Prophet Micah predicted that the Messiah would be born in Bethlehem. Jesus' parents lived in Nazereth. Therefore God predestined Caesar to issue a decree (probably relating to taxes) that would bring Joseph and Mary to Bethlehem before Jesus was born.
Bush claims the same global power of confiscation and migration as Caesar did. Thousands of Christians have been forced to move out of Iraq to make way for Bush's Islamic Theocracy.
Luke 2:8-14
An army of angels announces the birth of the Messiah, saying,
“Glory to God in the highest,
And on earth peace to those with whom He is pleased!”
Man's chief end is to glorify God and live in peace. The Bush Administration's chief end is to erect a "wall of separation" between God and government so that the State gives no glory to God, and to wage war, thereby "stimulating the economy."
Luke 2:15-20
“Now when they had seen Him, they made widely known the saying which was told them concerning this Child. And all those who heard it marveled at those things which were told them by the shepherds.”
Washington D.C. isn't listening.
Luke 2:22-24
Joseph and Mary went to Jerusalem to obey Leviticus 12:8, which suggests that they were not rich.
Washington politicians are among the richest and most financially secure people in America.
Luke 2:25-35
Simeon had been told he would not die before he saw the Lord's Messiah. He says Jesus is "The One."

Is Barack Obama the Messiah?

Luke 2:36-38
Anna the Prophetess is another well-known Godly person who acknowledges that Jesus is the Child promised by the prophets.
Where is the Anna of our day who tells us we can trust Washington D.C. to bring salvation?
Matthew 2:1-8
"Wise men from the East" knew of Micah's prophecy that the King of the Jews would be born in Bethlehem.
Are there any wise men around the world who place their confidence in George Bush, Henry Paulson, Paul Krugman, or Barack Obama?
Matthew 2:9-12
The kings from the east present the Messiah with "gold, frankincense, and myrrh."
Rather than bestowing wealth on the King, Obama-Bush confiscates the wealth of others.
Matthew 2:13-18
When Herod got word of the birth of a rival king, he behaved in a perfectly logical way (for someone who wants to protect his power):  he massacred all male babies the age of Jesus. Herod recognized that Jesus was a threat to Herod's power.
Every day in America 4,000 unborn babies are murdered. These babies must threaten something.

Millions of Americans who call themselves Christians, on the other hand, are no threat to tyranny. None of them are being killed. Bush has killed a thousand times more human beings than Herod did, and confiscated a billion times more wealth than Herod did.

Matthew 28:18-20
Herod's son Antipas played a small role in the execution of Jesus Christ. But Jesus rose from the dead, was enthroned on the throne of David at the right hand of God, and assumed the rightful role of King over all nations.
"Beginning today and culminating on Sunday morning, Christians will celebrate with their families the resurrection of Christ, His victory over death. We will remember that He gave His body and His blood—washing clean the faults and the shortcomings of the world. In our rejoicing we will renew the hope that is ours through the risen Lord."

Iran's leader has said that it would be worth it to sacrifice over half of his countries population to wipe out Israel. Regardless of the mistakes we've made in the past that may have lead is to this point we still must deal with the situation. In light of this reality and given a choice would you allow Iran to get a nuk, which they would likely use, or use military force to stop them?

You call yourself a christian, yet would put this country in the position of not supporting Israel? I understand they turned their backs on God 2,500 years ago, yet He kept His promise to give them the land promised to them, not the palestinians (philistines). If we as their last ally turn our back to them, then we might as well turn our back to God.

I appreciate your honesty and candor in the debates on KOLR 10. Both of the other candidates seemed to be spewing more of the same political squabbling that is ruining American's confidence in the political system. What are your chances of winning?
What are the chances Republicans will put America ahead of their political party?

Kevin Craig's Platform:

What Would America's Founding Fathers Do?

The men who threw tea into the Boston Harbor over a tax of 3 pence per pound would not be happy with a tax ten times greater on every gallon of gas. Those who took up muskets over a total tax burden of less than 3% would not be happy with the fact that the federal government now takes more than half of everything you earn.

Today it is illegal for public school teachers to teach their students that the Declaration of Independence is really true (and not just an outdated historical document). The federal government is clearly at war with everything the Founding Fathers stood for.

America's greatest Americans would abolish today's federal government.

Muskets are Not an Option

There are two reasons why we should not take up arms to pull off the violent overthrow of the federal government, even if America's Founders would surely do so. First, the feds have nukes. Second, violent revolution is unChristian and unBiblical. We must beat our swords into plowshares and use persuasion to abolish tyranny. This is time for a revolution of ideas.

Revolution Won't Come in a Day

John Adams once wrote that the American Revolution began in 1761, when Massachusetts attorney James Otis began legal challenges to the Writs of Assistance. He lost the case, but "American independence," Adams wrote, "was then and there born." Now do the math. That means it took 15 years to convince the rest of America to declare Independence (1776). Then another seven years of war was required before a Peace Treaty was signed (1783), and then six years before the Constitution was finally ratified (1789). That's almost 30 years. (And Jefferson said we shouldn't go 20 years without another rebellion!) How can we hope to convince Americans to fight for principles they were never taught in government schools? We need to be in this battle for the long term. "Eternal Vigilance is the Price of Liberty."

Now, with 40 years of experience, we know that they do the exact opposite.
End Asset Forfeiture
If the government suspects you used your house or car in a crime, they can take it and sell it at auction. They don't even have to prove your guilt. They call this practice civil asset forfeiture, but it's really theft. It violates the 4th, 5th, 6th, 8th, 9th and 14th Amendments. It also encourages law enforcement to put profits before justice. Tell Congress to end civil asset forfeiture.

Cap-and-trade is not the way to control carbon emissions.

Cap-and-trade is not the way to control carbon emissions.
Even if you accept that human CO2 emissions are causing problematic global warming, a government run "cap and trade" system is not the way to deal with this problem.
• An increase in your electricity and gasoline bills
• New tools for politicians to control the economy, hand out favors, and punish enemies

Make Congress read the laws it passes!

Make Congress read every word of every bill they create before they vote on it.
Urge your Representative and your Senators to sponsor DownsizeDC.org's “Read the Bills Act” (RTBA).

DownsizeDC.org has drafted the “Write the Laws Act” to end bureaucratic “legislation without representation.” Click here . . .

The politicians tell us free market health care doesn't work, but we haven't had a free market in decades.
• Starting with depression era wage and price controls, and continuing with government tax policies, the politicians have made Americans dependent on their jobs to get health insurance.
• The government already pays for nearly half of all health care. This means we're half-socialized already

Stop the War for Terror
U.S. policy has inflamed the Middle East. It has made terrorism more likely rather than less. We seem to be fighting a war for terror, rather than on terror. This policy must stop. The place to start stopping is with Iran. We must not attack Iran. War with Iran would devastate our economy, disrupt world oil supplies, and recruit more terrorists. Click here to stop this war before it starts.

Preserve the Freedom to Farm

Preserve the Freedom to Farm
Crops grow in dirt. Animals don't take showers or use toilets. Food is made from yucky stuff.
This means there's always a risk of contamination. We can reduce this risk, but not eliminate it. Attempts to make everything perfectly safe are Utopian fantasies that carry a high price in increased costs, reduced variety, diminished supply, and . . . increased risk.
The free market already provides you with multiple ways to balance risks and costs.
